RS Deputy Chairman stresses AI for parliaments must be contextual, ethical and guided by human judgement

Deputy Chairman of the Rajya Sabha, Harivansh, has stressed that institutional knowledge of humans is central to developing accountable and trustworthy Artificial Intelligence systems for Parliaments. He said AI in legislatures must be contextual, ethical and guided by human judgement.

 

Speaking at a workshop on the adoption of AI during the 28th Conference of Speakers and Presiding Officers of the Commonwealth in New Delhi, he said innovation must be balanced with restraint, as unchecked innovation carries risk while excessive restraint leads to stagnation. Highlighting AI initiatives in the Indian Parliament, he highlighted the use of AI for translation of parliamentary documents, analysis of debates and assistance in framing questions across 22 languages.

 

He noted that a Parliamentary Language Dictionary with about 48 thousand terms has been integrated into a custom AI model, while human translators remain in control. The Deputy Chairman also added that AI in Parliament must be rooted in truth, bound by ethics and accountable to democratic values, and called for greater cooperation among Commonwealth Parliaments in the use of AI.
