Rajya Sabha takes up discussion on Appropriation Bill 2026

The Rajya Sabha has taken up discussion on the Appropriation Bill 2026. The Bill seeks to authorise payment and appropriation of certain further sums from and out of the Consolidated Fund of India for the services of the financial year 2025-26. The Lok Sabha already passed the bill last week.

Beginning the discussion, Shaktisinh Gohil of Congress raised the issue of LPG supply in the country in the wake of conflict in West Asia and the closing of the Strait of Hormuz. He also raised the issue of mandatory use of nano urea, alleging that farmers are being forced by dealers to buy nano urea along with fertilisers.

Arun Singh of the BJP said the legislation seeks to help farmers, provide free food grains to the poor and provide facilities to ex-servicemen. He hit out at the opposition for doing negative politics. Mr Singh said everyone knows about the fertiliser crisis, which existed before 2014, and after Prime Minister Narendra Modi took over, he took initiatives like neem-coated urea and nano-urea.

Raghav Chadha of AAP said that Punjab AAP MP Raghav Chadha urged the government to allow married couples to file a joint income tax return, saying that couples share responsibilities and household expenses. He said it will help families save money and ease their financial burden. Mr Chadha requested the government to remove taxation on the disability pension of the armed forces. He also asked the government to withdraw the charges banks levy on their customers for not maintaining a minimum amount in their accounts.

Jhon Brittas of CPI(M) urged the Government to resolve the crisis due to the shortage of LPG cylinders in the country in the wake of the conflict in West Asia. He claimed that the LPG shortage will have an impact on the other sectors.

Sandosh Kumar P of CPI, Fauzia Khan of NCP (SCP), Ramji Lal Suman of the Samajwadi Party, M. Thamidurai of AIADMK, P. Wilson of DMK and Muzibulla Khan of BJD also participated in the discussion along with others.

The discussion remained inconclusive. The Upper House will continue the discussion on the Appropriation Bill 2026 tomorrow. Later, the House took up Special Mentions, where the Members raised issues of urgent importance. After completing today’s business, the Rajya Sabha was adjourned till 11 AM tomorrow.
