Rajya Sabha resumes discussion on Appropriation Bill 2026

The Rajya Sabha has resumed discussion on the Appropriation (No. 2) Bill 2026. It seeks to authorise payment and appropriation of certain sums from and out of the Consolidated Fund of India for the services of the financial year 2026-27. After the discussion, the legislation will be returned to the Lok Sabha. The Lower House had passed the legislation last week.
 
Participating in the discussion today, Dr. Dinesh Sharma of the BJP said, ” This legislation is not merely a financial process but a crucial foundation for the country’s developmental journey, transparency, and accountability. He said the government accords top priority to fiscal consolidation and has reduced the fiscal deficit. Mr Sharma said the government is spending money on the welfare of the poor, infrastructure development and nation building.  
        
Dr. Sarfaraz Ahmad of JMM expressed concern over the surrender of allocated funds by several government departments. He stated that the government should ensure proper and effective utilization of the available financial resources. Dr. Ahmad emphasized that if the budget is spent efficiently, it will accelerate development work and benefit all sections of society.
        
Ramji of BSP has welcomed the government decision to construct SC, ST girls’ hostels across the country. He urged that at least one SC and ST hostel should be established in every district of the country to ensure wider access to accommodation facilities for students from these communities. Ramji also demanded a provision of zero fees for economically weak SC and ST students who are pursuing higher education in premier institutions such as IITs, MBBS programs, and MBA courses.
