Parliament Passes Key Bills Amid Opposition Protests; Taxation, Sports, and Shipping Legislations Approved

The Lok Sabha has passed the Taxation Laws (Amendment) Bill, 2025 and the Income-Tax (No.2) Bill, 2025 with a voice vote today. Union Finance Minister Nirmala Sitharaman moved these legislations amidst protests by the opposition members over the Special Intensive Revision exercise in Bihar and other issues.
 
The Income-Tax (No.2) Bill, 2025, is intended to consolidate and amend the law relating to income-tax, while the Taxation Laws (Amendment) Bill, 2025 will further amend the Income-tax Act, 1961 and the Finance Act, 2025. 
 
When the House met at 4 PM after the second adjournment it took up the two bills for consideration and passage. But the opposition members started sloganeering, demanding a discussion on the Special Intensive Revision exercise in Bihar. Amid din, the House gave its nod to the Taxation Laws (Amendment) Bill, 2025 and the Income-Tax (No.2) Bill, 2025. After completing the business, the Lok Sabha was adjourned for the day.  
 
When the House met after the first adjournment at 2 PM, it took up legislative business and started discussion on the National Sports Governance Bill, 2025 and the National Anti-Doping (Amendment) Bill, 2025. The House passed the two legislations amid din. Later, the Presiding Officer adjourned the House till 4 PM.
 
When the Rajya Sabha met afterthe second adjournment at 3 PM, it passed the Merchant Shipping Bill 2024. It also gave its nod to the Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2025.  After completing the business, the Upper House took up special mentions in which members raised issues of public importance. After that, the House was adjourned for the day.     
 
The Rajya Sabha today faced a brief adjournment for ten minutes till 3 PM due to heated arguments between the treasury and the opposition benches. The Parliament has given its nod to the Budget (Manipur) 2025-26, the Manipur Goods and Services Tax (Amendment) Bill, 2025 and the Manipur Appropriation (No. 2) Bill, 2025. The Rajya Sabha today returned these Bills to the Lok Sabha after discussion. Leader of Opposition in the Rajya Sabha Mallikarjun Kharge raised the issue of opposition MPs’ march from Parliament to the Election Commission, alleging that they were stopped and not allowed to meet the poll panel. Leader of the House Jagat Prakash Nadda condemned the behaviour of the Opposition, saying that they are raising irrelevant issues. He said the government is ready for discussion on any issue. Mr Nadda said, Operation Sindoor was discussed in the House, and the government put the facts clearly in front of the people. He expressed displeasure that the opposition who were claiming to be the champions of Manipur, have not cooperated during the passage of the Bills on Manipur. He termed the opposition conduct not according to the Parliamentary decorum, saying that this is not democracy, this is anarchy and obstructionism.
 
Earlier, both the Houses of the parliament were adjourned till 2:00 PM following opposition parties’ uproar over various issues. When the Rajya Sabha assembled at 11:00 AM, Deputy Chairman Harivansh tried to run Zero Hour, the opposition members raised the issue of Special Intensive Revision of the electoral roll in Bihar and other matters. He said that he had received 29 adjournment notices from different political parties on five different issues, of which 18 are related to matters which are sub-judice. He said, as per the rules, the matter which is sub-judice will not be taken up for discussion and disallowed all the notices. He repeatedly appealed to the protesting members to go back to their seats and allow the House to function. Mr. Harivansh said more than 62 hours have been lost due to continuous disruptions in the Rajya Sabha. He said the Question and Zero Hours are for members and urged the protesting members not to disrupt the proceedings of the House. As the pandemonium continued, the Deputy Chairman adjourned the House till 2:00 PM. 
 
Similar scenes were witnessed in the Lok Sabha also. When the House assembled at 11:00 AM, the opposition parties started a protest demanding a discussion on the issue of Special Intensive Revision. Lok Sabha Speaker Om Birla said that protesting members are disrupting the House in a pre-planned manner, which is not right for democracy. Expressing concern, Mr Birla noted that the proceedings of the House have been disrupted for the last 14 days, which is not appropriate as per democratic tradition. Amid the noisy scene, Environment, Forest and Climate Change Minister Bhupender Yadav replied to a question related to the Integrated Development of Wildlife Habitat Scheme. Despite the repeated appeal, the opposition members continued with their protest, following which, the Speaker adjourned the House till 2:00 PM.
