National Human Rights Commission (NHRC) has urged 19 States and 4 Union Territories to take preemptive steps and implement relief measures to protect the lives of people vulnerable to cold waves during winter. Highlighting National Crime Records Bureau data about the reported deaths of three thousand six hundred thirty nine people between 2019 and 2023 due to exposure to cold waves, the Commission reiterated the National Disaster Management Authority’s guidelines to mitigate the effects of cold waves. NHRC has urged for sensitization of the concerned authorities and has sought action taken reports from the authorities on the measures taken to prevent the adverse effects of cold waves.
