Jan Vishwas Bill 2026 Removes Criminal Penalties for Minor Procedural Lapses

The Jan Vishwas (Amendment of Provisions) Bill, 2026, passed on the 2nd of this month, amends 79 Central Acts administered by 23 Ministries, covering 784 provisions across multiple sectors. The bill removes criminal penalties for minor procedural lapses and replaces them with civil penalties or administrative mechanisms. The amendments aimed at improving ease of living and reducing compliance burden for MSMEs and businesses by introducing graded enforcement, such as advisory notices and warnings before penalties.
 
The Federation of Indian Micro, Small and Medium Enterprises – FISME)  has welcomed the passage of the Jan Vishwas (Amendment of Provisions) Bill 2026, terming it a significant step towards easing business conditions for MSMEs. Talking exclusively to Akashvani News, Secretary General of FISME, Anil Bhardwaj, said the Bill will help reduce compliance burden and create a more enabling environment for micro, small and medium enterprises. He noted that decriminalising minor offences and replacing imprisonment provisions with reasonable civil penalties reduces fear among entrepreneurs.
 
Mr Bhardwaj said the Bill will encourage the growth of MSMEs and promote Ease of Doing Business in the country by fostering a more trust-based regulatory framework.
