Jan Vishwas Bill 2026 aims to simplify rules to make life easier

 
Parliament has passed the Jan Vishwas (Amendment of Provisions) Bill, 2026, bringing major changes to how laws are enforced across the country. The new law aims to make life easier for businesses and citizens by reducing unnecessary penalties and simplifying rules. The Bill reflects the Government’s commitment to fostering a trust-based governance framework and ensuring proportionate regulation by reducing the compliance burden on individuals and businesses.
In the health sector, several important laws have been updated. These include rules related to drugs, food safety, pharmacies, hospitals, and healthcare professionals. The changes aim to make compliance easier while still protecting public health. In a statement, The Ministry of Health and Family Welfare said that under the Drugs and Cosmetics Act, 1940, minor issues like not maintaining proper records will now be handled through fines instead of court cases. A new system has been introduced where designated officials can review such cases, issue notices, hear explanations, and decide penalties. This will help resolve issues faster and reduce pressure on courts.
The Ministry said that similar changes have been made in laws governing pharmacies, food safety, and clinical establishments. Hospitals and clinics may now face monetary penalties for minor lapses instead of criminal charges, especially when patient safety is not at risk.
The Ministry stated that these reforms will reduce legal delays, cut down on paperwork, and make regulations more practical. By replacing criminal punishment with financial penalties, the focus shifts towards correction rather than punishment.
