The High Court of Himachal Pradesh has stayed the formation of new panchayats notified after February 13. A division bench comprising Justice Vivek Singh Thakur and Justice Ranjan Sharma issued this interim order.
The Court observed that under the notification dated November 17, 2025, and the provisions of the Model Code of Conduct, no such process could have been carried forward without the approval of the State Election Commission. The Court further stated that the notifications issued after that date shall be treated as non-existent until the State Election Commission grants them special exemption.
