Haryana Finance Minister Nayab Singh Saini presents 2026-27 budget of over ₹2.23 lakh crore

Haryana Chief Minister Nayab Singh Saini, as Finance Minister, today presented a budget of over 223,658 crore rupees for the financial year 2026-27, which is 10.28% higher than the revised figure of over 202,816 crore rupees for the budget for the financial year 2025-26. The budget projects a fiscal deficit of 40,293 crore 17 lakh rupees, which is 2.65% of the gross domestic product, while the revenue deficit is 0.87% and the effective revenue deficit is 0.41%. Similarly, capital expenditure is 1.86%, and effective capital expenditure is 2.32%.
 
Presenting the budget for the financial year 2026-27, Chief Minister Nayab Singh Saini reiterated the state’s goal of becoming a trillion-dollar economy by 2047. The Chief Minister proposed allocating 5,715 crore rupees for the Water Secure Haryana Project and 474 crore rupees for the Haryana AI Mission. Under the AI Mission, 100,000 youth will be trained, and artificial intelligence-based models will be implemented in departmental services. The budget also included several announcements for women. A Workplace Safety Fund will be established at a cost of 5 crore to promote women’s workforce participation in the state. The Chief Minister proposed administering the HPV vaccine to 300,000 girls aged 14-15. Healthy Women Empowered Family clinics will be established in every district and subdivision hospital. The employment subsidy for hiring local youth by industrial units has been proposed to be increased from 48,000 to one lakh rupees per employee per year. The establishment of model examination centres in every assembly constituency has also been announced, with the first centre to be operational in Kurukshetra by December 25, 2026.
 
The Chief Minister also made several important announcements regarding agriculture and related sectors. Farmers growing pulses, oilseeds, and cotton, other than paddy, will receive an additional bonus of 2,000 rupees per acre. The incentive for indigenous cotton will be increased from 3,000 to 4,000 rupees per acre. To promote natural/organic farming, certified farmers will receive an annual grant of 10,000 rupees per acre. A three-year plan will be launched to quality-test 800,000 tube wells. Rural haat mandis will be established in the state, FPOs will be strengthened, and compensation under the Horticulture Insurance Scheme will be increased. New laboratories, processing units, and training centres will also be established for the fisheries, beekeeping, and dairy sectors. The budget also proposes the creation of a third electricity distribution company, Haryana Agri Discom. This company will serve 5,084 agricultural feeders and 712,000 agricultural consumers. Additionally, it has been announced that all government buildings and registered cow shelters will be converted into solar-powered complexes. The Chief Minister has announced the elimination of block-based classification under the Make in Haryana policy and investment incentives across all sectors. A 500 crore rupee empowerment fund will be established for the rejuvenation of old industrial areas. He said that a decision will be taken on the recommendation to increase the minimum wage from 11,257 rupees to 15,200 rupees per month, which will benefit millions of workers. The Chief Minister also announced the launch of a new mission to eliminate pollution along the 313 km stretch of the Yamuna River under the theme “Water is Life”.
