In the ongoing SIR hearings in West Bengal, the Election Commission has made it clear that the domicile certificate submitted as evidence of residence will not be accepted. It has been indicated that voters who have already submitted this certificate may be called again for hearings.
According to the Commission, in the SIR, the valid document meant by the state-issued permanent address or residence certificate does not include the domicile certificate. Each state has specific government guidelines or government orders for issuing domicile certificates. It has been alleged that in many cases the domicile certificate is being issued without following the rules.
