Minister of State for Personnel, Public Grievances and Pensions Jitendra Singh today said that capacity building must move beyond rule-based functioning towards a role-based approach, enabling officials to adapt quickly across domains. Addressing a special session on ongoing Sadhana Saptah in New Delhi, Dr Singh said that capacity-building plays a crucial role in achieving the vision of Viksit Bharat 2047 and strengthening a future-ready civil service.

 

He suggested Capacity Building Commission to create a focused course on answering Parliamentary Questions to strengthen procedural understanding among officials. Dr Singh also called for designing short-format orientation modules for early-career civil servants and assistant secretaries to familiarise them with governance systems.

 

He added that integration of technology in governance is essential for ensuring transparency, objectivity and effective service delivery. The Minister also highlighted that Mission Karmayogi has completed five years, marking significant progress in reforming civil services through continuous learning and competency-driven training. 

 

During the event, Dr Singh launched several key initiatives, including the programme on Administrative Capacity Building for Scientists and Academicians, revamped UNNATI portal and the roadmap for national rollout of the Karmayogi Kartavya Karyakram. A Memorandum of Understanding was also exchanged between the Capacity Building Commission and the Research and Information System for Developing Countries aimed at fostering global knowledge partnerships in capacity building.

 

Sadhana Saptah, being observed from 2nd to 8th of this month under Mission Karmayogi, is a week-long learning initiative aimed at promoting continuous skill development and adoption of emerging technologies among civil servants. The programme seeks to create a future-ready, efficient and citizen-centric governance system through enhanced capacity building.
