Special Intensive Revision of the electoral rolls issue today disrupted the proceedings of the Lok Sabha and the Rajya Sabha. The proceedings of the Lok Sabha were disrupted twice while the Rajya Sabha witnessed one adjournment before being adjourned for the day.
When the Lok Sabha reassembled at 2 PM after the second adjournment, Lok Sabha Speaker Om Birla congratulated astronaut and Group Captain of Indian Air Force Shubhanshu Shukla on behalf of the entire House for his historic mission to the International Space Station. Mr Birla said, Captain Shukla created history by becoming the first Indian to travel to the International Space Station under Axiom Mission-4. After that he appealed to all the members of the House to take part in the special discussion on India’s first astronaut aboard the International Space Station, focusing on the critical role of the space programme for Viksit Bharat by 2047. Amid the noisy scene, Science and Technology Minister Dr Jitendra Singh initiated the discussion and lauded the achievements of astronaut Subhanshu Shukla. He said, the whole country is feeling proud of the accomplishment made by Group Captain Subhanshu Shukla. He expressed displeasure over the protest of opposition MPs during the discussion and urged them to take part in the discussion. The Presiding Officer made repeated appeals to the protesting members to go back to their seats and take part in this special discussion. As the opposition MPs continued with their protest, the Presiding Officer adjourned the House for the day.
Earlier, when the Lower House assembled after the first adjournment at 12 Noon, Commerce and Industry Minister Piyush Goyal introduced the Jan Vishwas (Amendment of Provisions) Bill, 2025. The bill intends to amend certain enactments for decriminalising and rationalising offences to further enhance trust-based governance for ease of living and doing business. The House has given its nod to refer the Bill to the Select Committee for further scrutiny. The Committee will submit the report by the first day of the next session. Union Education Minister Dharmendra Pradhan introduced the Indian Institutes of (Amendment) Bill, 2025. The Bill will further amend the Indian Institutes of Management Act, 2017. These Bills were introduced amid the noisy scene created by the opposition members who were protesting over the issue of SIR. Amid the ruckus, the Presiding Officer adjourned the House till 2 PM.
In the morning, when the House assembled at 11 AM, the opposition parties started a protest demanding discussion on the issue of Special Intensive Revision. Lok Sabha Speaker Om Birla warned the protesting members saying that if they damage the government assets, action will be taken against them. He said, disrupting the proceedings is not appropriate as the people have elected them to raise the issues of public importance. Despite the repeated appeal made by the Chair, the opposition members continued with their protest following which, the Speaker adjourned the House till 12 Noon.
In the Rajya Sabha, when the House met after the first adjournment at 2 PM, Leader of opposition in the Rajya Sabha Mallikarjun Kharge raised the issue of SIR. Reacting to it, Leader of the House JP Nadda said that from the day one of this Monsoon Session, the government has reiterated that it is ready to discuss any issue under rules, but the opposition is not cooperating and showing their irresponsible behaviour. He said, opposition is escaping from discussion and creating disruption in the House is their sole objective. The Opposition MPs staged a walk out from the House. Later, the House took up the legislative business and passed the Indian Ports Bill 2025 after discussion. After completing the business, the Chair adjourned the House for the day.
Earlier, when the Upper House met for the day at 11 AM, opposition parties started sloganeering on the issue of Special Intensive Revision. Deputy Chairman Harivansh rejected the adjournment notices moved by the political parties saying that the Special Intensive Revision issue is under sub-judice. Amid the noisy scene, Mr. Harivansh tried to run Zero Hour saying that MPs can raise issues of public importance. As the pandemonium continued, the Deputy Chairman adjourned the House till 2 PM. Earlier the House paid tributes to former member of the House La Ganesan and observed silence as a mark of respect to the departed soul.
