Proceedings of the Lok Sabha and the Rajya Sabha continued to be marred by the opposition protest over the Special Intensive Revision exercise conducted in Bihar and other issues on the fourth day of this week. Due to the opposition ruckus, both the Houses have been adjourned for the day.
When the Lok Sabha met after the second adjournment at 2 PM, opposition parties trooped into the well raising slogans and demanded discussion over the SIR issue. The Presiding Officer said, SIR issue is under the preview of the Election Commission and the process is underway. He said, the matter is also under sub-judice in the Supreme Court and the discussion cannot be held in the House. He urged the protesting MPs to go back to their seats and allow the House to function. Amid the noisy scene, the House passed the Manipur Goods and Services Tax (Amendment) Bill 2025 and the Manipur Appropriation (No 2) Bill 2025. The Presiding Officer expressed displeasure over the continued protest of the opposition MPs reminding them to fulfil their constitutional duties by participating in the discussion. Amid pandemonium, the Chair adjourned the House for the day.
Earlier, when the Lok Sabha met after the first adjournment at 12 Noon, Union Finance Minister Nirmala Sitharaman introduced the Manipur Goods and Services Tax (Amendment) Bill, 2025. The Bill aims to further amend the Manipur Goods and Services Tax Act, 2017. She also tabled an explanatory statement mentioning reasons for immediate legislation by promulgation of the Manipur Goods and Services Tax (Amendment) Ordinance, 2025. The Presiding Officer tried to run the Zero Hour but the opposition members started sloganeering demanding discussion on the Special Intensive Revision issue. She said, the government is ready for discussion on any issue and urged the opposition’s MPs to allow the House to function. She said the conduct of the opposition MPs is not appropriate. As the ruckus continued, the Presiding officer adjourned the House till 2 PM.
Earlier, when the Lok Sabha met for the day at 11 AM, Lok Sabha Speaker Om Birla tried to run the Question Hour but the opposition members started sloganeering. He said the opposition members are not following the parliamentary norms and traditions of the democracy. He repeatedly appealed to the protesting members to go back to their seats, but in vain. Amid the noisy scene, Housing and Urban Affairs Minister Manohar Lal replied to a question related to the status of Smart Cities Mission. As the noisy scene continued, the Speaker adjourned the House till 12 Noon.
Similar scenes were also witnessed in the Rajya Sabha. When the House met after the first adjournment at 2 PM, opposition parties started sloganeering over the SIR issue. Amid the noisy scene, the House passed the Coastal Shipping Bill 2025. Leader of the Opposition in the Rajya Sabha Mallikarjun Kharge said, opposition is ready to cooperate but the discussion must be allowed in the House over the SIR issue. The Presiding Officer said, protesting MPs are not maintaining the decorum of the House. Amid pandemonium, the Chair adjourned the House for the day.
Earlier, when the House met for the day at 11 AM, Deputy Chairman Harivansh rejected the adjournment notices moved by the different political parties relating to various issues but the notices were rejected citing ruling. He appealed to the opposition members to go back to their seats and allow the House to function. Mr. Harivansh said more than 51 hours have been lost due to continuous disruptions in the Rajya Sabha. He said the Zero Hour and the Question Hour are for members and opposition MPs should allow the House to function. As the pandemonium continued, the Deputy Chairman adjourned the House till 2 PM.
