Parliament passes Repealing and Amending Bill, 2025

Parliament has passed the Repealing and Amending Bill, 2025, with the Rajya Sabha approving it today after discussion. The Lok Sabha had passed this legislation yesterday.  The Bill provides for the repeal of certain enactments and amending certain other enactments. It repeals 71 Acts, including the Indian Tramways Act, 1886, the Levy Sugar Price Equalisation Fund Act, 1976, and the Bharat Petroleum Corporation Limited (Determination of Conditions of Service of Employees) Act, 1988.
 
 
The Bill also amends four Acts. It amends the General Clauses Act, 1897 and the Code of Civil Procedure, 1908, to update terminologies for registered posts. The Indian Succession Act, 1925, is being amended to remove the requirement to obtain validation of wills by the Courts in certain cases. The Bill also amends the Disaster Management Act, 2005, to rectify a drafting error.
 
 
Union Minister of Law and Justice Arjun Ram Meghwal said that the bill is in the direction of promoting ease of business and ease of living. He said the government believes in the vision of minimum government and maximum governance. He clarified that the bill has been brought to amend the Disaster Management Act, 2005, to rectify a drafting error by replacing the word prevention with preparation. He said, Narendra Modi will continue to repeal those laws which have become redundant and obsolete and of no use.
 
 
Mr Meghwal said that Narendra Modi government is also working in the direction of reducing pending cases. He said, in this regard, the government is promoting the Alternative Dispute Resolution mechanism to resolve disputes. Earlier, moving the Bill in the House, Union Minister of Law and Justice Arjun Ram Meghwal informed that, since May 2014, a total of one thousand 577 laws have been repealed, which had become redundant and obsolete. He said, of the one thousand 562 laws were completely repealed and 15 were re-enacted.
 
 
Mr Meghwal said that the Repealing and Amending Bill, 2025, has been brought with the objective of repealing or amending 71 Acts, out of which 65 are Amendment Acts. Initiating the discussion on the Bill, Vivek K Tankha of Congress emphasised for taking steps in the direction of reducing the number of pending cases in various courts. He said, this legislation reflects the government’s citizen-centric approach.
 
 
Subhash Barala of BJP said that the bill will promote the ease of living and repeal or amend those laws which are not relevant or of no use. Dr M Tahmabidurai of AIADMK demanded that the government include the Valmiki Community category in the Scheduled Tribe category. Besides various members, including Sushmita Dev of Trinamool Congress, K R N Rajesh Kumar of DMK, Subhas Chandra Bose Pilli of YSRCP, A A Rahim of CPI(M), and Madan Rathore of BJP, also participated in the discussion.
