Prime Minister’s flagship platform for Pro-Active Governance and Timely Implementation, PRAGATI, has marked a significant milestone with the successful conduct of its 50th meeting. Since its launch by Prime Minister Narendra Modi in 2015, PRAGATI has transformed governance by enabling real-time monitoring and resolution of key infrastructure projects and public grievances through direct Prime Ministerial review. The platform exemplifies cooperative federalism, bringing together the Centre, States, and Union Ministries on a single digital interface.
Over a decade, PRAGATI has helped accelerate decision-making, resolution of issues causing delay in key infrastructure projects, and instilled a strong culture of accountability.
The Ahmedabad Metro Rail Project Phase I represents a transformative leap in sustainable urban mobility for Gujarat’s largest metropolitan region. Implemented under the aegis of the Housing and Urban Affairs Ministry, the project spans 40.03 kilometres, with a total approved cost of 12,924.5 crore rupees. The project was first reviewed under the PRAGATI mechanism on 25th April 2018, when the project was at an early stage of execution with around 25 per cent physical progress.
Through clear directions and sustained monitoring by Prime Minister Narendra Modi, inter-agency coordination was strengthened, enabling focused action on land acquisition, rehabilitation and resettlement, utility shifting, and external funding arrangements. By the PRAGATI review on 23rd December 2020, physical progress had reached approximately 62 per cent, reflecting the cumulative impact of improved inter-agency coordination and resolution of land, rehabilitation and resettlement, funding, and utility-shifting issues.
Following this review, the Gujarat government accelerated land handover and resettlement activities. With continued execution supported by PRAGATI-level oversight, most of Phase-I – including the Blue and Red Lines – was inaugurated by the Prime Minister on 30th September 2022 and opened for public service in early October 2022.
The remaining sections were subsequently completed, resulting in the entire Ahmedabad Metro Phase-I network becoming fully operational. Today, the entire Ahmedabad Metro Phase-I network is fully operational, delivering clean, safe, and efficient mobility across the city.
