Kaushal Manthan concludes with finalisation of Skill Resolutions 2026

The Ministry of Skill Development and Entrepreneurship concluded the week-long Kaushal Manthan with a high-level session chaired by the Minister of State for Skill Development and Entrepreneurship, Jayant Chaudhary. The consultations, held from 23 to 31 last month, brought together senior officials from across divisions, institutions and key stakeholders to deliberate on strengthening India’s skilling ecosystem.
 
 
The discussions focused on identifying priority reforms aligned with national objectives, with an emphasis on building a responsive, outcome-oriented and future-ready skilling framework. The deliberations culminated in the finalisation of Skill Resolutions 2026, which will guide policy action and programme implementation in the coming year, with a strong focus on outcomes, convergence with State Governments and industry, and improved monitoring of training quality, assessments and certifications.
 
 
The Ministry said that the key areas of deliberation included strengthening institutional mechanisms, simplifying systems and enhancing accountability. Proposals such as outcome-based grading for ITIs, decentralisation through greater delegation of powers, and reorganisation of Sector Skill Councils with defined performance indicators were discussed. Emphasis was also placed on continuous curriculum upgradation, industry co-creation and flexible training models to ensure relevance in a rapidly evolving technological landscape.
 
 
The consultations also underscored the importance of creating seamless learning pathways across skill levels, supporting school-to-work transitions, lifelong learning and mobility through credit frameworks. The Ministry also reiterated its focus on establishing a National Federated Skill and Workforce Registry, operationalising a National Trainer Framework, strengthening apprenticeships, and integrating MSMEs into national skilling efforts.
