In Jammu and Kashmir, the government has notified amendments to the Unified Building Bye-Laws 2021 and launched the Auto Scrutiny Portal to boost Ease of Doing Business. The reforms simplify land use regulations, allow Affordable Group Housing in industrial zones, and rationalize setback and FAR norms. The new portal, with Auto-DCR technology, enables fully digital, time-bound processing of building permissions, integrates Change of Land Use, and allows self-certification for low-risk buildings. It ensures transparency, real-time tracking, and faster approvals while promoting energy efficiency and sustainable urban development across the Union Territory.
