Indian Railways allows PwDs to travel in unreserved Divyangjan coaches with UDID card

Indian Railways has clarified that Persons with Disabilities (PwDs) can now travel in unreserved Divyangjan coaches of Mail and Express trains if they hold a valid Unique Disability ID (UDID) card. The Ministry of Railways informed that the PwDs carrying a valid (UDID) card issued by the Department of Empowerment of Persons with Disabilities, or those eligible for concessional fares, will be treated as valid passengers in designated coaches. Railways said that these include the Second Class Luggage-cum-Brake Van with Divyangjan compartment (SLRD) and Luggage-cum-Second Class Luggage-cum-Brake Van with Divyangjan compartment (LSLRD), subject to valid travel authority. Railways has also directed that strict action will be taken against unauthorised passengers travelling in these coaches under provisions of the Railway Act, 1989, to ensure availability for genuine beneficiaries. All Zonal Railways have been instructed to implement the guidelines effectively. The Railways further noted that the Divyangjan Card, also known as the E-Ticketing Photo Identity Card, enables PwDs to avail travel concessions. It is issued based on a valid disability certification, with UDID cards accepted for certain categories. It added that the applications and renewals can be made through official Railway or Central Government portals.
