A well-known quote about Panchayati Raj, particularly attributed to Mahatma Gandhi, is: “When Panchayat Raj is established, public opinion will do what violence cannot.”
This quote highlights the power of grassroots democracy and public participation in achieving desired outcomes.
The word Panchayat comes from two words – “Panch” meaning five and “Ayat” meaning assembly. It refers to a traditional system where a group of elders from a village would come together to solve problems or settle disputes. These elders formed a local council, and the head of the group was called a Mukhiya, Sarpanch or Pradhan.
महात्मा गांधी ने पंचायती राज को भारत की राजनीतिक व्यवस्था की नींव के रूप में देखा और इसे सच्चे लोकतंत्र का प्रतिनिधित्व माना। वे मानते थे कि यह प्रणाली ग्रामीण सामाजिक पुनर्निर्माण को संभव बनाएगी और समाज में पहले और आखिरी व्यक्ति के बीच की खाई को कम करेगी।
और ग्राम स्वराज की अवधारणा को सच करने के उद्देश्य से ही भारत में हर साल 24 अप्रैल को राष्ट्रीय पंचायती राज दिवस मनाया जाता है। यह दिन 24 अप्रैल, 1993 के ऐतिहासिक अवसर की याद में मनाया जाता है, जब संविधान (73वां संशोधन) अधिनियम, 1992 लागू हुआ था। यह जमीनी स्तर पर लोकतंत्र के महत्व का जश्न मनाता है, स्थानीय शासन को मजबूत करता है और ग्रामीण समुदायों को सशक्त बनाने में मदद करता है।
पंचायती राज प्रणाली एक त्रिस्तरीय संरचना है, जिसमें स्थानीय निकायों या ग्राम पंचायतों को स्वयं शासन करने और अपने समुदाय के विकास के लिए निर्णय लेने का अधिकार दिया जाता है।
This day also gives a chance for panchayat members from across the country to connect and share their work. The government uses this day to give awards to the best-performing panchayats which encourages others to do better.

परभणी जिले की विनया देशमुख, जो पेशे से इलेक्ट्रिकल इंजीनिअर है, उन्होने अपने पिता की गोशाला से हररोज निकलनेवाला गोबर देख, खेती में बतौर खाद के अलावा, गोबर से अन्य उत्पादों के बारे में जानकारी जुटाई, तो उन्हें गोबर पेंट के बारे में पता चला. उन्होंने जयपूर जा कर गोबर से पेंट बनाने का प्रशिक्षण लिया और परभणी लौटकर अपनी फैक्टरी का श्री गणेशा किया. अपना यही अनुभव वें आकाशवाणी के साथ साझा करती है..
हमारे यहां गौ शाला है. उस गौ शाला से निकलनेवाला गोबर हम खेत में एज फर्टिलाईजर यूज करते थे. लेकिन एक दिन मैं ने इस पेंट के बारे मे पढा. और जानकारी निकाली, फिर मैं ने जयपूर से इस पेंट को बनाने की ट्रेनिंग कम्प्लीट की. और यह व्यवसाय मैं ने शुरू किया. इसके लिये मुझे केंद्र सरकार की पीएमईजीपी स्कीम के अंतर्गत लोन मिला है. यह जो मेरा पूरा प्रोजेक्ट है, वह सोलार एनर्जी पर चलता है. यहां पर हम आठ से दस लोग मिलकर यह पेंट बनाते है. इस पेंट के अष्ट लाभ है. यह इको फ्रेंडली है, नॉन टॉक्सीक है, एंटी फंगल और एंटी बैक्टेरियल है. और टेंपरेचर कम रखने के लिये भी यह मदद करता है. इस व्यवसाय के द्वारा मैं आठ से दस लोगों को रोजगार दे सकती हूं, और मैं खुद भी आत्मनिर्भर बन चुकी हूं.

The success story of this backward and remote block in the aspirational district of Dhalai has brought a moment of pride in Tripura. The Ganganagar block which was down the ladder at 456th rank in March 2023 achieved tremendous success by achieving 3rd position in September 2024. The swift and ambitious actions taken in key performing indicators like health and nutrition, social welfare, basic infrastructure, education, agriculture and 40 other indicators set by the district administration has brought positive changes in the lives of people living in both Ganganagar village committee and block area.
By implementing the solar micro grid project under PM DIVINE Scheme and by making maximum utilization of the fund from the North eastern Council, NEC to set up micro grid to bring electricity to the families who were deprived of power, the administration took steadfast initiatives by upgrading Anganwadis, improving toilet facilities among others. Akashvani spoke to the District Magistrate and Collector of Dhalai district Saju Wahid A, who received the PM Excellence Award 2024 on 21st of this month from Prime Minister Narendra Modi.

आज के समय में जैसे-जैसे मकानों का निर्माण दिन-प्रतिदिन बढ़ता जा रहा है, गौरैया का अस्तित्व खतरे में पड़ रहा है। गौरैया की संख्या दिन-प्रतिदिन कम होती जा रही है। गौरैया, जो पहले घरों और बगीचों में बड़ी संख्या में दिखाई देती थी, अब लुप्त होने लगी है। घरों में घड़ियों या फोटो फ्रेम के पीछे घोंसला बनाने वाली गौरैया के पास अब घोंसला बनाने या घर बनाने के लिए कोई जगह नहीं बची है, इसलिए कच्छ जिले के मुख्य शहर भुज की मानवज्योत संस्था ने गौरैया को बचाने के लिए एक विशेष अभियान शुरू किया है।
पहले मनुष्य और गौरैया एक ही घर में रहते थे। क्योंकि उस समय के घर गौरैया को आश्रय प्रदान करते थे। गौरैया ऐसे घर में घोंसला बना सकती हैं, अंडे दे सकती हैं और चूज़ों का पालन-पोषण कर सकती हैं। अब घरों में छतें पड़ गई हैं, इसलिए यह आश्रय गौरैया के लिए उपयुक्त नहीं रहा। ऐसी विभिन्न परिस्थितियों के कारण कच्छ में गौरैया की संख्या धीरे-धीरे कम होने लगी, लेकिन भुज के मानवज्योत संस्था ने गौरैया बचाव अभियान शुरू किया और इसमें अपेक्षित सफलता मिली। संस्था ने गौरैया के लिए पक्षीघर बनाना शुरू किया और उन्हें जनता में निःशुल्क वितरित किया। पक्षीघर को लोगों की जरूरतों और मांगों को पूरा करने के लिए पहले से तैयार किया जाता है। मानवज्योत संस्था के ये पक्षीघर देश-विदेश तक पहुंच चुके हैं। मानवज्योत संस्था के अध्यक्ष प्रबोध मुनव्वर ने बताया कि यह कार्य 21 वर्ष पूर्व शुरू किया गया था। संगठन ने पक्षियों को सुरक्षा प्रदान करने के लिए मिट्टी के पक्षी घर बनाए हैं। गौरैया इन प्रतीकात्मक पक्षीघरों में घोंसले बनाती हैं। वे अंडे देते हैं और बच्चों का पालन-पोषण कर सकते हैं।
आज, पूरे जिले में पेड़ों और छतों पर मानवज्योत संस्था के पक्षीघर लटकते हुए देखे जा सकते हैं। आज यह पक्षीघर गौरैया के लिए सुरक्षित पक्षीघर बन गया है। आज इस संगठन की पहल की बदौलत कच्छ में गौरैया की संख्या फिर से बढ़ने लगी है और घर-घर में गौरैया की चहचहाट गूंजने लगी है। परिक्रमा की लिए परेश मारू, आकाशवाणी भुज.
