Union Home Minister Amit Shah inaugurated the All India Conference of Directors General and Inspectors General of Police at Bhubaneswar in Odisha this afternoon. The three-day Conference will provide an interactive platform for senior Police professionals and security administrators in the country to discuss and debate diverse national security-related issues. The conference focuses on key aspects of national security, including Counter Terrorism, Left Wing Extremism, Coastal Security, New Criminal Laws, Narcotics among others. The President’s Police Medal for distinguished service will also be awarded during the meeting.

 

 Prime Minister Narendra Modi will attend the Conference from tomorrow. The Prime Minister’s Office said in a statement that Mr Modi has always demonstrated a deep interest in the Conference, encouraging an environment of open and informal discussions, allowing for the emergence of new ideas.

 

Besides, the Conference will also be attended by key dignitaries, including National Security Advisor Ajit Doval and and Principal Secretary to Prime Minister, PK Mishra among others.

 

Director Generals of Police of all the states and Union Territories and chiefs of CRPF, NSG, Intelligence Bureau and SPG have arrived at the Lok Seva Bhawan at Bhubaneswar to take part in the all-India Director Generals and Inspector Generals of Police Conference beginning from today. Union Home Minister Amit Shah and National Security Advisor Ajit Doval and other senior officials of the Home Ministry are also present in the Conference. Prime Minister Shri Narendra Modi will arrive at Bhubaneswar this evening to attend the Conference tomorrow and the day after. Extensive security measures have been implemented by the Odisha government in preparation for the all-India Director Generals and Inspector Generals of Police Conference. As part of the security arrangements, the Police has declared at least five locations in Bhubaneswar as no-fly zones. The authorities have deployed personnel from BSF, CRPF, Quick Reaction Teams as part of the security arrangements to avoid any untoward incident. Prakash Dash, Akashvani News, Bhubaneswar”.

Prime Minister Narendra Modi will reach Bhubaneswar this evening on a three-day visit to Odisha. During his visit, the Prime Minister will take part in various programmes including the all-India Directors General and Inspectors General of Police conference. Soon after his arrival in Bhubaneswar, the Prime Minister will address a public meeting near the Biju Patnaik International Airport today and then hold a roadshow from the Airport to Raj Bhavan. Later, Mr Modi will visit the BJP state office, where he will hold a meeting to review the party’s organizational performance and the work undertaken by newly elected legislators of Odisha.

Disruptions marred the proceedings in both Houses of Parliament on the fourth consecutive day, today. The Lok Sabha and the Rajya Sabha were adjourned for the day following opposition’s ruckus over various issues including alleged bribery charges against a prominent business group.

 

In the Lok Sabha, when the House met after the first adjournment at 12 Noon, opposition members from the Congress, DMK, Samajwadi Party and others trooped into the well, raising slogans. Rejecting the adjournment notices moved by the opposition members, the Presiding Officer urged them to play a constructive role. The Opposition members, however, did not relent, and the Presiding Officer adjourned the House for the day.

 

Earlier, as the House assembled this morning, opposition MPs began sloganeering. Despite Speaker Om Birla’s appeals to allow the Question Hour to proceed smoothly, the ruckus continued.

 

Amid the chaos, the Speaker adjourned the House till 12 noon.

In the Rajya Sabha, when the House met this morning, Chairman Jagdeep Dhankhar rejected the adjournment notices moved by the members of opposition parties demanding discussion on alleged bribery charges against a prominent business group and other issues. Mr. Dhankhar said, Rule 267 is being weaponized as a mechanism for disruption of the proceedings of the House. He expressed anguish over the continued disruption.

 

Amid the din, the Chairman adjourned the House for the day. The House will meet on the 2nd of next month.

On adjournment of both Houses of Parliament amid protest, Union Minister Krishan Pal Gurjar has accused the opposition of running away from discussion and debate in the Parliament. Talking to media outside Parliament, Mr Gurjar said, it is unfortunate that valuable one week time of the Parliament has been wasted due to the attitude of the opposition.    

 

Reacting to the washout of one week of winter session of Parliament, Congress MP Karti Chidambaram hoped that the government will allow the opposition, the space to raise issues of importance.

Aam Aadmi Party MPs today protested outside Parliament alleging a rise in crime in Delhi. Talking to media, party leader Sanjay Singh said the Central Government should take steps to stop crime in the city.

 

On the other hand, Congress MPs from Punjab also protested in the Parliament Complex. They alleged that Food Corporation of India is not purchasing the crop at Minimum Support Price and stated that farmers are compelled to sell their crop below MSP.

External Affairs Minister Dr S Jaishankar has said that the government is continuously monitoring the situation related to incidents of violence against minorities in Bangladesh. In a written reply in the Lok Sabha today, the Minister said, the government has taken a serious note on reports of incidents of violence against Hindus in Bangladesh. He said, homes and business establishments have been ransacked and there have been attacks on the temples and other places of worship across Bangladesh in August this year.

 

He said, the High Commission of India in Dhaka is continuously monitoring the situation related to the minorities in Bangladesh. He said, the primary responsibility for the protection of life and liberty of all citizens of Bangladesh, including the minorities rests with the Bangladesh government.

Deputy Chairman of the Rajya Sabha, Harivansh, will deliver Akashvani’s prestigious annual Dr. Rajendra Prasad Memorial Lecture today. The topic of the lecture is “Vaishvik Kshtij Par Bharat Ki Badhti Bhumika that is India’s Growing Role on the Global Stage. The lecture will take place at Rang Bhawan in Akashvani premises and is broadcast annually on the 3rd of December to mark the birth anniversary of India’s first President, Dr. Rajendra Prasad. The event will be attended by Prasar Bharati Chairman Navneet Sehgal, CEO Gaurav Dwivedi, and other senior officials.

The Supreme Court today asked the Shahi Jama Masjid committee at Sambhal in Uttar Pradesh to approach the High Court over the mosque survey case. A bench comprising Chief Justice of India Sanjiv Khanna and Justice Sanjay Kumar was hearing the plea challenging a Trial Court order allowing the survey of the mosque in Sambhal. The apex court directed the trial Court not to proceed in the case till the petition filed by the Masjid Committee against the survey order is listed in the Allahabad High Court.

The Court also directed that the report of the Advocate Commissioner, who conducted the survey of the mosque, should be kept in a sealed cover and should not be opened in the meantime.

 

Trial court in its order passed on the 19th of this month, directed an Advocate Commissioner to survey the mosque in a suit which claimed that it was built after destroying a temple.

The University Grants Commission (UGC) will soon offer Under Graduate students the option to shorten or extend duration of degree courses. UGC has approved Standard Operating Procedures for the Accelerated Degree Programme and the Extended Degree Programme. UGC Chairman M Jagadesh Kumar told media that the Accelerated Degree Programme allows students to complete a three-year or four-year degree in a shorter time by earning additional credits per semester. Extended Degree Programme will enable an extended timeline with fewer credits per semester.

 

Under Accelerated Degree Programme and Extended Degree Programme, students will earn the same total credits as in the standard-duration programme. Students may extend their degree timelines by up to two semesters under Extended Degree Programme, taking fewer credits per semester. The Higher Education Institutions will establish committees to evaluate students’ eligibility for these programmes. The institutions may earmark up to 10 percent of the sanctioned intake for Accelerated Degree Programme. Higher Education Institutions will issue degrees for students on completion of the programme in the opted duration instead of the standard duration. Under Graduate degrees completed earlier or later will be treated at par with standard duration degrees for all employment and academic purposes. Suparna Saikia, Akashvani News, Delhi.”

BJP staged a walkout from Delhi Assembly on the first day of a three day session today, accusing AAP government of avoiding discussion on the issue of air pollution and other matters related to public interest.

 

Talking to media outside the assembly, Leader of Opposition, Vijender Gupta said pollution in the city has increased at alarming levels and people of the national capital expect that the assembly should hold a discussion on it. 

 

AAP MLA Kuldeep Kumar alleged that BJP members do not want to take part in the discussion on bus marshals issue which is why they walked out from the House.

The air quality in the national capital, Delhi continues to remain in the very poor category, with an average Air Quality Index (AQI) of 329 as of 1 PM this afternoon. According to the Central Pollution Control Board, some areas of the city have breached the 400 AQI levels.
The India Meteorological Department has forecast that Delhi and the surrounding NCR are likely to experience smog and shallow fog during the night and morning hours over the next two days.

The deep depression over South West Bay of Bengal is now moving closer towards Tamil Nadu and Puducherry coasts. The India Meteorological Department said, the deep depression is likely to become a cyclonic storm during the next three hours. It is likely to make a landfall tomorrow afternoon between Mahabalipuram and Karaikal near Puducherry.

 

The warning for heavy rainfall in coastal districts of Tamil Nadu continues for another 24 hours. Meanwhile, in Sri Lanka, the deep depression continues to wreak havoc, claiming 12 lives.

In the Syed Modi International Badminton Championship at Lucknow, the quarterfinal matches are being played today. Ace shuttler P V Sindhu advanced to the Women’s Singles Semi-final a short while ago. She defeated Chinese player Dai Wang 21-15, 21- 17.

 

In Men’s Singles quarter-final, Indian star shutter Lakshya Sen will face another Indian player Meiraba Luwang Maisnam, in a short while.

 

In Mixed Doubles’ quarter-finals,  the Indian pair Dhruv Kapila and Tanisha Crasto defeated Malaysian duo Loo Bing Kun  and  Ho Lo Ee.
