INDIA – ASEAN – MARITIME SECURITY
India and ASEAN nations have reaffirmed the importance of maintaining and promoting peace, stability, maritime safety and security to promote peaceful resolutions of disputes, in accordance with universally recognised principles of international law. In a Joint Statement on Strengthening ASEAN-India Comprehensive Strategic Partnership, the leaders of India and ASEAN countries supported the full and effective implementation of the Declaration on the Conduct of the Parties in the South China Sea in its entirety and look forward to the early conclusion of an effective and substantive Code of Conduct in the South China Sea. They also agreed to strengthen cooperation in maritime security, counter-terrorism, cybersecurity, transnational crime, defence industry, humanitarian assistance and disaster relief, peacekeeping and demining operations and confidence building measures.

संशो नाबार्ड-सर्वे
मीण परिवारों की औसत मासिक आय में वर्ष 2016-17 से 2021-22 की अवधि में 57 प्रतिशत से अधिक की वृद्धि हुई है। राष्ट्रीय कृषि और ग्रामीण विकास बैंक-नाबार्ड के अखिल भारतीय सर्वेक्षण के अनुसार, ग्रामीण परिवारों की मासिक आमदनी 2016-17 के आठ हजार उनसठ रुपये से बढकर 2021-22 में बारह हजार छह सौ 98 रुपये हो गई। इस दौरान इन परिवारों के औसत मासिक व्यय में भी वृद्धि हुई और यह छह हजार छह सौ रुपये से बढकर 11 हजार दो सौ रुपये हो गया। सर्वेक्षण के अनुसार, इस दौरान बचत में भी बढोतरी हुई और यह नौ हजार एक सौ रुपये से बढकर तेरह हजार दो सौ रुपये हो गई। लगभग 66 प्रतिशत परिवारों की बचत में 2016-17 की तुलना में 2021-22 में पचास प्रतिशत से अधिक की वृद्धि हुई। ग्रामीण परिवारों के बीमा कवरेज में भी उल्लेखनीय वृद्धि हुई है। सर्वेक्षण के आंकडों के अनुसार यह दायरा साढे पच्चीस प्रतिशत से बढकर अस्सी प्रतिशत हो गया है। ग्रामीण किसानों के वित्तीय समावेशन विस्तार में किसान क्रेडिट कार्ड की प्रभावी भूमिका रही। पेंशन कवरेज में भी सुधार हुआ और यह लगभग 19 प्रतिशत से बढकर साढे तेइस प्रतिशत हो गया। लेकिन इस दौरान बकाया ऋण का अनुपात भी बढा और यह वर्ष 2016-17 के 47 प्रतिशत से बढकर 2021-22 में 52 प्रतिशत हो गया।

Today is Durga Ashtami, which marks the eighth day of Navratri, a festival dedicated to worship nine forms of Goddess Durga. Goddess Mahagauri is worshipped on the occasion of Durga Ashtami, which is considered one of the most sacred and celebrated days of Navratri.
On the auspicious occasion, President Droupadi Murmu has greeted the people of the country and abroad. HURRICANE MILTON
In the US, hurricane Milton has left a trail of death and destruction in the state of Florida, with reports of more than 3 million customers without electricity. At least 10 people are reported to have been killed in the storm so far.
Milton made landfall Wednesday night, local time, along the west-central coast of the state as a Category 3 storm. It had already sent scores of tornadoes ahead of it that had been hammering these areas. However, forecasters have said that Milton has now been downgraded to Category 1 and it will leave Florida and weather conditions will improve gradually

Vedanta Group Company Hindustan Zinc, India’s largest and the world’s second-largest integrated zinc producer, has signed a memorandum of understanding with IIT Madras. This strategic collaboration aims to develop a groundbreaking electrically rechargeable zinc-air battery prototype, reaffirming both institutions’ commitment to advancing the future of sustainable energy solutions. While lithium-ion batteries currently dominate the market, their high cost, limited resource availability, and safety concerns present major challenges that zinc-based alternatives can effectively address. Arun Misra, CEO of Hindustan Zinc, said that the partnership with IIT Madras will advance research on zinc-air battery technology, which will redefine the future of energy storage. By exploring new applications of zinc in energy storage, this collaboration will contribute to a greener and more sustainable future for generations to come.

The Chennai city has added 25 low-floor buses to its fleet, bringing the total to more than 200 for the first time in decades. Procured for 22 crore rupees through funds from a German bank, the buses were flagged off yesterday. They are designed to facilitate easy boarding and alighting for passengers with disabilities, senior citizens, women, and children, featuring a foldable ramp at the entrance for wheelchair users. In total, the State Transport Department announced plans to procure 7,700 new buses through various funding agencies and loans. This includes the purchase of 442 low-floor buses, funded by the German bank.

BENGALURU METRO
The Bengaluru City Joint Commissioner of Police in charge of Traffic, M. N. Anucheth, has informed that the introduction of the Adaptive Traffic Control System (BATCS) has improved traffic flow, reducing travel time by up to 33 percent. BATCS is an AI-powered system with camera sensors, launched in May this year, covering 60 junctions in the city. This system enables the transmission of real-time data and AI-driven analytics that adjust traffic signals dynamically to match the traffic volumes on roads, replacing the traditional fixed-time traffic control system.
Mr. Anucheth has stated that the BATCS system provides greater efficiency in vehicle movement, reducing congestion and improving travel time. The signals on the same route synchronize to allow vehicles to move uninterrupted for longer stretches, reducing the number of stops and improving travel time. Bengaluru’s roads bear the load of 12 million registered vehicles, often caught in traffic snarls. With the introduction of this AI-driven system, the Bengaluru Traffic Police have found a more effective technology to manage traffic.
Mr. Anucheth also informed that the BATCS project will eventually cover 165 junctions by January next year.

In Hyderabad, the historic Hussain Sagar turned vibrant with Bathukamma songs, fireworks, and a laser show as the Telangana government held Saddula Bathukamma celebrations last night, marking the conclusion of the nine-day-long festival of flowers, Bathukamma. Telangana cabinet ministers, officials, and artists led a rally, while large crowds gathered at Tank Bund to participate in the celebrations.
On the final day of Saddula Bathukamma, women and girls gathered to celebrate by playing and singing devotional songs around Goddess Gouri, who was honored with piles of various flowers arranged in intricate patterns. दिल्ली-सरकार विधायक निधि
दिल्ली में विधायक निधि को 10 करोड़ रुपये से बढ़ाकर 15 करोड़ रुपये प्रतिवर्ष कर दिया गया है। दिल्ली सरकार के मंत्रिमंडल की कल आयोजित हुई बैठक में यह निर्णय लिया गया। बैठक के बाद एक प्रेसवार्ता में दिल्ली की मुख्यमंत्री आतिशी ने बताया कि दिल्ली में अब विधायकों को अपने क्षेत्र के विकास के लिए प्रतिवर्ष 15 करोड़ रुपये की विधायक निधि आवंटित की जायेगी। उन्होंने आगे बताया कि यह निधि, देश के अन्य कई राज्यों की तुलना में कई गुना अधिक है। विधायक निधि का उल्लेख करते हुए मुख्यमंत्री ने कहा कि लोकतंत्र के लिए यह बेहद महत्वपूर्ण होती है। इसके द्वारा जनता अपने क्षेत्र के छोटे-बड़े विकास कार्यों को अपने विधायकों के माध्यम से करवा सकती है।

दिल्ली-भाजपा- विधायक निधि
उधर, दिल्ली सरकार द्वारा विधायक निधि को 10 करोड से बढाकर 15 करोड रूपये प्रतिवर्ष किये जाने को भाजपा ने गुमराह करने वाला बताया है। दिल्ली भाजपा अध्यक्ष वीरेन्द्र सचदेवा और विधानसभा में नेता प्रतिपक्ष विजेन्द्र गुप्ता ने कहा है कि दिल्ली सरकार द्वारा विधानसभा कार्यकाल के अंतिम महीनों में विधायक निधि को बढ़ाना केवल एक राजनीतिक दांव है। श्री सचदेवा ने सरकार पर विधायक निधि के दुरुपयोग किये जाने का भी आरोप लगाया है। उन्होंने आरोप लगाते हुए आशंका व्यक्त की है कि विधायक निधि क्षेत्रीय समस्याओं के समाधान के लिए कम खर्च होगी, बल्कि इस निधि का उपयोग रिश्वत लेने और देने में इस्तेमाल किया जायेगा। वहीं, श्री गुप्ता ने कहा है कि दिल्ली सरकार विधायक कोष में की गई वृद्धि से विकास कार्य को पूरा करना सुनिश्चित करे। उन्होंने यह भी कहा है कि सरकार विधायक निधि से सौ दिनों के अंदर होने वाले विकास कार्यों से संबंधित ठेकों की निगरानी और ऑडिट भी करे।

दिल्ली के सफदरजंग अस्पताल में दिव्यांगजनों की सहायता को लिए ओपीडी में पंजीकरण के लिए एक विशेष काउंटर शुरु किया गया है। अस्पताल ने बताया है कि इस काउंटर को शुरू करने का उद्देश्य, समाज के सभी वर्गों के मरीजों को समान सुविधाएं प्रदान करना है। दिव्यांगजन यहां बिना किसी परेशानी और लाइन के अपना पंजीकरण करवा सकेंगे।

सम्मानजनक मृत्यु के अधिकार को सुगम बनाने के सर्वोच्च न्यायालय के निर्देशों के अनुरूप बृहन्मुंबई नगर निगम (बीएमसी) ने स्थानीय स्तर पर 24 प्रशासनिक प्रभागों में से प्रत्येक में चिकित्सा स्वास्थ्य अधिकारियों को संरक्षक के रूप में नियुक्त किया है। बीएमसी ने इच्छुक नागरिकों को सलाह दी है कि वे अपने अग्रिम चिकित्सा निर्देश की एक प्रति इन संरक्षकों को सुरक्षित रखने के लिए जमा करें। जब किसी व्यक्ति को ठीक होने की कम उम्मीद के साथ अस्पताल में भर्ती कराया जाता है, और जीवन रक्षक उपचार जारी रखा जाता है, तो परिवार के सदस्यों को इस बात को लेकर अनिश्चितता का सामना करना पड़ सकता है कि जीवन रक्षक जारी रखें या हटा लें। अच्छे स्वास्थ्य में रहते हुए पहले से निर्देश तैयार करके, कोई व्यक्ति ऐसी अनिश्चितता को कम करने के लिए भविष्य के उपचार के लिए अपनी प्राथमिकताएं निर्दिष्ट कर सकता है। विज्ञप्ति के अनुसार बीएमसी की वेबसाइट पर इन संरक्षकों की जानकारी उपलब्ध है जिसमें उनके नाम, फोन नंबर और ईमेल पते शामिल हैं।

कोलकाता डॉक्टर धरना
कोलकाता में आर.जी. कर मेडिकल कॉलेज और अस्पताल की जूनियर डॉक्टर के साथ दुष्कर्म और हत्या के खिलाफ आमरण अनशन में भाग ले रहे डॉक्टर अनिकेत महतो को हालत बिगडने पर कल रात अस्पताल में भर्ती कराना पडा। अनशन पर बैठे सात जूनियर डॉक्टर में से एक ने मीडिया को बताया कि अनिकेत की हालत कल सुबह से बिगडने लगी थी और रात तक काफी गम्भीर हो गई। उन्हें गहन चिकित्सा कक्ष में रखा गया है। शनिवार को अलग-अलग मेडिकल कॉलेज और अस्पताल के छह जूनियर डॉक्टर ने भूख हडताल शुरू की थी। अनिकेत रविवार शाम को अनशन में शामिल हुए थे।

सिस्टर निवेदिता (अंग्रेज़ी: Sister Nivedita, जन्म: 28 अक्टूबर, 1867; मृत्यु: 11 अक्टूबर, 1911) का पूरा नाम ‘मार्ग्रेट एलिज़ाबेथ नोबल’ था। यही नहीं,सिस्टर निवेदिता भारत की स्वतंत्रता की कट्टर समर्थक थीं और अरविंदो घोष सरीखे राष्ट्रवादियों से उनका घनिष्ठ सम्पर्क था।
She was one of the prolific speakers for the establishment of the Indian National Congress in 1885 and the promotion of new ideas of national consciousness, unity, renaissance and national independence, which culminated in India’s independence in 1947. She died on 11 October 1911 Darjeeling, India.
